Congress has only a few days left to come up with an agreement on border security spending to prevent another government shutdown. A bipartisan conference committee has been working on just such an agreement, but has yet to announce its plan. According to President Donald Trump, those negotiations are a waste of time and there's a "good chance" he'll declare a national emergency in order to bypass Congress and get the funds for his border wall.
