Carney Misses COP26 Event Due to Security Lockdown for Biden

On Tuesday at lunchtime, former Bank of England Governor Mark Carney was supposed to be discussing climate finance on the sidelines of the COP26 summit in Glasgow. Instead, he missed it after being locked in the main venue.

Carney, who has been advising U.K. Prime Minister Boris Johnson on how to harness trillions of dollars to fight against climate change, was due to appear with BlackRock Inc. Chairman Larry Fink at a fireside chat. But attendees were told he wouldn’t make it to the event.

He was stuck in the so-called Blue Zone, where delegates to the summit negotiate. U.S. Secret Service had locked it down until President Joe Biden left the venue. The Lord Mayor of the City of London, William Russell, stepped in at the last minute to fill Carney’s place.

The first few days of COP26 have been beset by logistical challenges, with attendees queueing for hours to get into the venue each morning. Johnson apologized to an Israeli minister who wasn’t able to access the events on Monday because she uses a wheelchair. She returned on Tuesday, when she met with the U.K. prime minister.
