A single election ensures more effective policy planning and implementation and reduces pressure on resources, Prime Minister Narendra Modi said while calling for a discussion on the concept.

“If we talk about 2009 elections, Rs 1,100 crore were spent on the process. In 2014, it was Rs 4,000 crore, Modi said at the National Law Day celebrations in Delhi. “Governments also face issues in taking decisions with the model code of conduct being in effect,” he added.

Prime Minister also echoed views expressed by President Ram Nath Kovind and Law Minister Ravi Shankar Prasad on separation and balance of powers between the execution, legislature and judiciary.

The event saw an interesting exchange between the law minister and Chief Justice of India in their respective speeches. The law minister criticised the NJAC judgement which gave supremacy to the judiciary in matters of appointment of judges. He also expressed on the need for all three organs including the judiciary to function in their constitutional boundaries.

Countering that, the Chief Justice of India Justice Dipak Misra said the courts are aware of their boundaries and function within those limits. To emphasise his point, he cited a number of judgements where courts have turned down requests where they would have had to legislate.
