Motilal Oswal: PNGRB Takes Another Step Towards Common Carrier Regulation

The Petroleum and Natural Gas Regulatory Board (PNGRB) has finally come up with a draft notification to determine the tariff for open access.

The Open House is to be conducted on October 16, 2020, post which the final notification would be released.

We have been highlighting concerns related to determining the tariff for some time now.

However, the issues are complex, and although the board is a step closer to resolving them, the implementation of the regulation remains far away as a number of key regulatory questions remain unanswered.

As we await further clarity, determining the impact on the volumes and margins of incumbents remains the key.
