When fiscal issues are debated the focus is normally on the Union Government Budget as this pertains to the entire country.

However, given that India follows a federal structure where the states and union territories have their role to play in terms of facilitating growth and development, their budgets too are important.

In case of states, budgets tend to be of interest to the respective territory. However, when combined, the role and size of government and their budgets are large and have the potential to drive the economy in the desired direction.
