(Bloomberg) -- As President Donald Trump grumbles about NATO partners failing to meet the alliance’s spending goals, one nation that wants to join eclipses the outlays of all existing members, including the U.S. Ukraine, whose bid to enter into preliminary membership talks is unlikely to get off the ground at this week’s summit in Brussels, shelled out 6 percent of GDP last year on defense as its conflict with Kremlin-backed insurgents drags on. It’s looking nervously at Trump’s next summit -- with Russian leader Vladimir Putin next week.
